A backyard pool is close to a necessity in a Bakersfield summer, and the barrier around it is regulated by state law. California's Swimming Pool Safety Act sets out what an enclosure must be in Health and Safety Code section 115923: at least 60 inches tall, no more than 2 inches of clearance at the bottom, no opening that lets a 4-inch sphere through, and nothing on the outside a young child could use to climb. Gates must open away from the pool and close and latch by themselves, with the latch at least 60 inches above the ground.
Many Bakersfield yards already have a block wall on the property line. That wall may or may not meet the pool rules, depending on its height from the outside and what is stacked against it, and the side gates almost always need new self-closing hardware. Inside the yard, owners often add a separate fence between the house and the water. Aluminum is the common choice because it does not rust, does not block the view of the pool and handles the heat. Mesh and glass are other options.
The local building department inspects the barrier and can add its own requirements, so we check with the City of Bakersfield or Kern County for your address before we build.
